However, as the Fourth Tsuchikage, her performance fell short of expectations, lacking the experience and maturity of a Kage-level ninja.
2. Gaara: Gaara, a former Jinchūriki of the One-Tailed Shukaku, possesses powerful sand control abilities.
He became the strongest Genin of his time and defeated even the skilled Rock Lee. After a change of heart inspired by Naruto, Gaara became the Fifth Kazekage. However, his battle against Deidara exposed his limitations, as he was defeated by a supposedly weaker Kage-level opponent.
3. Chōjūrō: Chōjūrō, once a member of the Seven Ninja Swordsmen, served as the Mizukage's bodyguard. Hanzō was later single-handedly defeated by Pain's Deva Path, revealing his true level of strength.

Her predictability and reliance on her partner Torune were evident in her battle against Team Asuma. Without Torune's assistance, she would not have been able to defeat them, indicating that she does not possess the skills of a Kage-level ninja.
