2. Ebisu: Despite being an upper-level Jonin, Ebisu became a teacher at the ninja academy.
3. Konohamaru: Although Konohamaru wanted to join the war, he had to stay in the village as a Genin. He gathered his fellow Genin Moegi and Udon to support the village. If Konohamaru learned that even Genin from the neighboring village was participating, he might have considered going to the front lines.
4. Koshin: Koshin, a perennial Genin in Konoha, is ridiculed but possesses elite Jonin skills. Despite his abilities, his age, having lived since the time of the First Hokage, led to the decision of not to allow him to join the war.
5. Ichiraku Teuchi: Ichiraku Teuchi, the owner of Ichiraku Ramen, is an important character in Naruto. His ramen shop remains intact, even during wars, and Naruto would protect it at all costs. Destroying the shop would deprive Naruto of his favorite dish.
