1. Jiraiya: Jiraiya, one of Konoha Village's legendary ninjas, surpasses Itachi Uchiha in the maturity and knowledge of Sage Jutsu. To pull Jiraiya into Tsukuyomi, both Sages from Mount Myoboku must be under genjutsu, making it challenging to battle three Sage Jutsu users simultaneously.

2. Danzo: Despite being Tobirama Senju's student, Danzo lacks some of his master's powerful techniques. However, Danzo's multiple Sharingan eyes make him immune to Itachi's Tsukuyomi.

He can even use Izanagi to nullify the disadvantages caused by Tsukuyomi during his fight against Sasuke.

3. Hashirama Senju: As the First Hokage, Hashirama possesses immense chakra, Wood Release, and exceptional vitality. Orochimaru's Edo Tensei couldn't control him. Simply relying on Tsukuyomi alone isn't enough to defeat Hashirama.

4. Shisui Uchiha: Shisui, Itachi's teacher, is renowned as the strongest genjutsu ninja.

His Kotoamatsukami surpasses Tsukuyomi, even freeing someone from Edo Tensei control. Itachi's Tsukuyomi is inferior in comparison.

5. Madara Uchiha: The first to awaken the Eternal Mangekyo Sharingan and Indra's reincarnation, Madara's ocular power far outweighs Itachi's. With vast combat experience and untapped Mangekyo Sharingan abilities, Itachi struggles to put someone with stronger ocular powers under Tsukuyomi.
